University of Pittsburgh quarterback Dan Marino, the first overall selection in the 1983 USFL Draft.

Territorial Player Selections

A unique concept introduced by USFL founder David Dixon was a "Territorial Draft" in which each team would be assigned a certain number of colleges in its vicinity (though "vicinity" was a broad term; for example, the University of Nebraska was considered the Boston Breakers territory while Tennessee and Oklahoma were both allegedly New Jersey Generals country in 1983).  From these universities, teams could select a number of players (up to 26 for 1983) who would then not be subject to the regular USFL collegiate draft.  The idea was simple:  get players to sign with their "local" USFL team and, in turn, attract fans to watch their "local" college players in the pros.

Players were not chosen on a round-by-round basis.  Each USFL team submitted a list of players to the Commissioner's office, claiming exclusive rights to negotiate with them.  Players are listed alphabetically.
